Roxann Kelly Obituary

Roxann Evans Kelly, 72, passed away peacefully on March 21st at 1:26 PM at GBMC Hospital in Towson, Maryland.


Born on November 23, 1953, at Johns Hopkins Hospital in Baltimore, Maryland, Roxann was a true original. She was raised in Parkville, Maryland, carrying a creative/ impulsive spirit that never left her. She studied painting at MICA in Baltimore City after graduating from Parkville High school, and later worked as a medical assistant. Her life was a blend of art, humor, edge, and deep, if sometimes complicated, love.


Roxann had a passion for escapism and a taste for the unconventional. She loved the films of John Waters, the eccentric sounds of Frank Zappa, and anything that carried a little rebellion in its soul. She found joy in scary movies, rock music, and leaving her signature, often unfiltered, comments on Facebook that could make you laugh, pause, or shake your head.


She had a soft spot for animals, especially her beloved boxers and her cat, Gizmo. Beneath her hard-headed nature was a big heart. That heart showed most clearly in her devotion to her own mother, whom she cared for until her passing in 2005, and in the love she held for her late husband, Kevin Kelly.


Roxann is survived by her daughter, Kaitlyn Kelly Watson; her grandson, Adam Watson Jr.; her son-in-law, Adam Watson Sr.; her twin brother, David Morgan Evans; and a cherished niece and 2 nephews. 


While the later years of Roxann’s life brought challenges, those who knew her remember a woman who was once vibrant, full of life, and deeply loving, especially during her years in Jarrettsville, Maryland, where she made a home filled with family, memories, and possibly a suspicious greenhouse. 


Roxann was a beautiful storm—equal parts chaos and charm—but she never lost her ability to see the good through it all. 


A Graveside service will be held on Saturday, March 28, 2026, at 2:00 PM in Dulaney Valley Memorial Gardens, 200 E. Padonia Rd, Timonium, MD. Please arrive and park beside by lake/pond at 1:45 PM.
